Possible Misunderstanding About Open Meeting Law/Public Records Law In Adams?

I noticed this reference to an article in the Berkshire Eagle on the political blog Blue Mass Group about the Adams Board of Selectmen. Here is the discussion about the article that took place on Blue Mass Group. It is a hard to tell from the article whether the Board failed to follow either the Open Meeting Law or the Pubic Records Law. However, whenever a member of a governing body takes some official action without holding an open meeting to discuss the action, or whenever a member of a governing body complains about the release of information, it should set off some alarms, even if the alarms eventually turn to be false.
